Speakers
As of July 5, 2023, Ms. Read is the Director General, Marine Policy within Transport Canada. As Director General, she is responsible for the development of strategic policy advice regarding Canada’s ports and shipping industry, as well as the oversight of related legislative frameworks, all in support of a safe, secure, efficient and environmentally responsible marine transportation sector.
Ms. Read began her public service career with the department of Economic and Social Development Canada, in the Canada Student Loans Program, before moving to Infrastructure Canada in 2004. At Infrastructure Canada, she led a team responsible for the development of the policy and program frameworks for funding of green infrastructure initiatives and public transit, as well as the review of major infrastructure project proposals for federal support.
In 2017, Ms. Read joined the Office of the Chief Information Officer at the Treasury Board Secretariat of Canada. In 2019, she was appointed Executive Director of Digital Policy, where she led several major initiatives including amendments to the Financial Administration Act and the development and implementation of the Treasury Board Policy on Service and Digital, which came into effect in 2020.
Ms. Read holds a Bachelor’s degree in Political Science from Acadia University, as well as a law degree from the University of Western Ontario.

Dr. Robin Li joined China Merchants Port Group Co., Ltd. in 2007 and currently serves as Deputy General Manager and Board Secretary of China Merchants Port Group Co., Ltd. He graduated from Tianjin University with a Bachelor’s Degree in Port and Channel Engineering and a master’s degree in International Project Management. He subsequently went on to obtain a full-time doctorate degree in Real Estate and Construction at The University of Hong Kong. Biju Ninan Oommen serves as the Senior Port & Maritime Transport Specialist at The World Bank, based at Singapore. Oommen supports the Transport & Digital Development Global Practice, engaging in strategy and development, preparation and supervision of projects and technical assistance, sharing of knowledge and experience, and the design of innovative solutions for ports and maritime transport infrastructure development.
Prior to joining The World Bank, Oommen worked for a short sea container ship owner/operator, first as a Commercial manager developing the logistics and liner shipping business in South Asia & West Asia – Arabian Gulf, and later as the Chief Executive Officer managing the short sea container feeder operating business from Singapore to South East Asia and South Asia region.
Oommen is a post graduate in Business Administration from Madras Christian College, India and holds an MSc in Maritime Studies from Nanyang Technological University Singapore.
Ms. Jessie Chung is the Chairman of Hong Kong Container Terminal Operators Association. The association was established in 1999 by five Kwai Tsing container terminal operators aims at increasing the competitiveness of Hong Kong Port and making positive contributions to areas of public interest such as traffic, infrastructure and environment. Ms Jessie Chung is also a member of Hong Kong Maritime and Port Board, Hong Kong Logistics Development Council, Task Force of Smart Port Hong Kong, Shipping & Transport Committee of Hong Kong General Chamber of Commerce, Logistics Services Advisory Committee of Hong Kong Trade Development Council and APEC Port Services Network (APSN) Advisory Board. Ms Jessie Chung has more than 20 years experience in container terminals business, is also a former Director and General Manager of River Trade Terminal.

Mr Tan Cheng Peng was appointed Executive Director of the Singapore Maritime Institute (SMI) on 1 September 2021.
Prior to joining SMI, he was the Director (Special Projects) in the Chief Executive’s office at the Maritime and Port Authority of Singapore (MPA), where he oversaw MPA’s China engagement strategy and maritime heritage and represents MPA at international engagements in various fora.
Prior to this, he was the Director (Port Policy) at MPA with more than 10 years’ experience in the long-term port planning, port regulation and port policies for the port of Singapore. In this portfolio, he oversaw the long-term master-planning for the Pasir Panjang Terminals and the future Tuas mega port.
Mr Tan also held the appointment as the First Vice President (since 2014) of the APEC Port Services Network (APSN), an international organisation formed in 2008 with 18 member economies under the auspices of APEC (Asia-Pacific Economic Cooperation).
Mr Tan has a Master in Public Policy from Harvard Kennedy School of Government/Lee Kuan Yew School of Public Policy. He graduated with a First-Class Honours in Bachelor of Engineering from the National University of Singapore in 1991.
Marc-Yves Bertin was Director General of Marine Policy at Transport Canada where he led efforts on domestic and international economic issues affecting Canada’s marine transportation system. Marc-Yves Bertin joined Transport Canada from Global Affairs Canada as the Director General of International Economic Policy. In that capacity, he was responsible for providing economic policy advice that advanced the Department’s foreign policy, trade and development agendas. Prior to this role, Marc-Yves served in a number of key positions within the Department, including as Director General of the International Assistance Envelope Bureau, and Chief of Staff to the Deputy Minister of International Development. Prior to joining Global Affairs Canada, Marc-Yves was the Director of Counter-Terrorism Policy and Coordination at the Department of Public Safety. He has also held positions at the Privy Council Office from 2000 to 2006. He has a Masters of Arts from the Norman Paterson School of International Affairs.
Fei Weijun is a researcher, Member of the Expert Committee of the Ministry of Transport, expert of special government allowance of the State Council, Former President of the China Waterborne Transport Research Institute and Former Secretary-General of APEC Port Services Network(APSN). He is currently the Executive Member of the Council of the China Institute of Navigation, the Senior Consultant of APSN, Member of the Expert Advisory Committee on National Cultural Parks.
Dr. Jia Dashan, research fellow, Former Secretary-General of APEC Port Services Network, and member of the Expert Committee of the Ministry of Transport of China. Dr. Jia is the former Vice President and Chief Economist of China Waterborne Transport Research Institute. Dr. Jia has won four first prizes of provincial and ministerial science and technological awards. Dr. Jia was nominated as the first-level candidate of the New Century Talents Project of the Ministry of Transport in 2003 and national candidate of the New Century Talents Project in 2004. Dr. Jia has also published works such as Driving Forces and Historical Evolution of the Shipping Industry, Exploration of China’s Water Transport Development Strategy, Strategy of Maritime Transport Power, Strategy of Inland Waterway Transport Advantage, and Development Mode of Maritime Transport Power.

Mr. Lim (Republic of Korea) is the Secretary-General of the International Maritime Organization (IMO).
Born in Masan, Mr Lim graduated from the Korea Maritime and Ocean University (KMOU), Busan, and worked on ships before joining the Korea Maritime and Port Administration in 1985. From 1986, Mr. Lim participated in the Republic of Korea delegation to IMO meetings. In 2006, he was appointed as Maritime Attaché, minister-counsellor at the Embassy of the Republic of Korea in London and served as Alternate Permanent Representative to IMO until August 2009. Mr Lim was then appointed Director General for Maritime Safety Bureau at the Ministry of Land, Transport and Maritime Affairs (MLTM). In 2011, Mr. Lim was appointed Commissioner of the Korean Maritime Safety Tribunal (KMST). In 2012, he became President of Busan Port Authority, until January 2016 when he took up his appointment as Secretary-General of IMO. Mr Lim holds master’s degrees from Yonsei University, and the World Maritime University (WMU).
Mr. Weimin Ren joined the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) as Director of the Transport Division in 2018, and currently also serves as Chair of the Steering Committee of the United Nations Road Safety Fund (UNRSF).
Prior to joining the ESCAP, Mr. Weimin Ren served as Director General of the Department of International Cooperation, Ministry of Transport, China. He began his career in 1989 with the ministry and took senior management positions at Director General level starting from 2009. During his time working at the Ministry of Transport, China, Mr. Ren dealt with a wide range of economic, technical and legal issues of the transport sector at regional and multilateral platforms and was deeply involved in the negotiations on China’s accession to the WTO, the implementation of regional transport connectivity initiatives, and the development and adoption of a number of international maritime conventions, such as HNS, Ship Arrest, and STCW 2010 Amendments. Mr. Ren is currently leading his team in ESCAP Secretariat to promote sustainable transport development in Asia and the Pacific, and guiding UNRSF to address global road safety issues.
Mr. Weimin Ren holds a Master of Science in General Maritime Administration and Environment Protection from WMU, and a Bachelor’s degree in Maritime Law from Dalian Maritime University, China.
Captain K. Subramaniam began his career in the Merchant Marine in 1981 obtaining his Captaincy in 1992. He joined Port Klang Authority in 1994 as a Harbour Pilot and held several designation before being appointed the General Manager in 2016 becoming the 1st scholar sponsored by PKA to head the organisation.
He holds a Unrestricted Pilot License for Port Klang since 1997 and has been the Chairman of the Port Klang Pilotage Committee since 2011.
In his years at Port Klang Authority, he was instrumental in implementing the International Ship and Port Facility Security Code (ISPS) in Port Klang in 2004 and in 2010 coordinated Port Klang's participation in Mega Ports Initiative jointly with Royal Malaysia Customs, Atomic Energy Licensing Board and the US government. Amongst his notable achievements in Port Klang are introduction of safe working practices in port operations, safety of navigation and maritime security besides enhancing the use of digitalisation and green technology in the port and logistic industry.
Capt. Subra is also prominently involved in the international maritime arena. Currently he is the President of the International Association of Ports & Harbours, IAPH, Advisory
Board Member of APEC Port Services Network, Secretary General of Eastern Dredging Association EADA and Vice President of the International Harbour Masters Association.

Nelson Mojarro leads the activities related to innovation and strategic partnerships for the International Chamber of Shipping (ICS), based in London. He is responsible for innovation analysis and trends, particularly with respect to the green transition in shipping. In addition, he oversees international engagement beyond the International Maritime Organisation.
Nelson began his career as an academic, undertaking research related to energy transitions and large technological complex systems. He focused his research on alternative fuels and how to break a path dependence in fuels.
He has worked both in the public and the private sector, working closely with international organisations, particularly on clean energy innovation, collaborating internationally at the highest-level. He has served as a Vice-Chair of the Committee for Energy Research and Technology at the International Energy Agency.

Mr. François Marier is the Director of International Marine Policy at Transport Canada, where he has served since 2000. He holds a Bachelor’s degree and a Master’s degree in Geography. In his current role, he is responsible for economic policy related to international shipping, covering economic regulation of shipping; competition and trade-related matters; liability, compensation and insurance; as well as binational marine shipping matters with the United States.
Ms. Ruosi Zhang is counsellor of the Trade in Services and Investment Division of the WTO Secretariat. She is responsible for matters relating to schedules of commitments, services classification, GATS legal analysis, and services dispute settlement. She has also developed expertise in supply chain related services including postal & courier, express delivery, transport and logistics services. She joined the WTO in 2003 and received a Doctor degree in law from the University of Paris V.
Mr. Bui Van Quy serves as Executive Vice President of Saigon Newport Corporation (SNP) and Vice-Chairman of Vietnam Port Association (VPA). On November 17, 2021, Mr. Bui Van Quy was re-elected as the Chair of the Advisory Board for another term at the 10th Meeting of the APSN Advisory Board.
Mr. Ashworth was appointed Managing Director of Hutchison Ports Thailand (HPT) in January 2015. He also oversees the Hutchison Ports Group’s port operations in South East Asia. Prior to his current position, Mr. Ashworth was Chief Executive Officer of Hutchison Ports Indonesia between 2010 and 2014. Mr. Ashworth previously worked for CK Hutchison Holdings Limited and Hutchison Ports between 1992 and 2001 in various finance and management positions.
Between 2002 and 2010, Stephen was Asia Pacific Chief Financial Officer for the Constituency Management Group (CMG), the marketing communications division of the US-listed Interpublic Group. During his time with CMG, Mr. Ashworth had overall responsibility for CMG’s finance function in the Asia Pacific region.
He is a member of the Institute of Chartered Accountants in England and Wales and the Hong Kong Institute of Certified Public Accountants.

Mr Tan Cheng Peng was appointed Executive Director of the Singapore Maritime Institute (SMI) on 1 September 2021.
Prior to joining SMI, he was the Director (Special Projects) in the Chief Executive’s office at the Maritime and Port Authority of Singapore (MPA), where he oversaw MPA’s China engagement strategy and maritime heritage and represents MPA at international engagements in various fora.
Prior to this, he was the Director (Port Policy) at MPA with more than 10 years’ experience in the long-term port planning, port regulation and port policies for the port of Singapore. In this portfolio, he oversaw the long-term master-planning for the Pasir Panjang Terminals and the future Tuas mega port.
Mr Tan also held the appointment as the First Vice President (since 2014) of the APEC Port Services Network (APSN), an international organisation formed in 2008 with 18 member economies under the auspices of APEC (Asia-Pacific Economic Cooperation).
Mr Tan has a Master in Public Policy from Harvard Kennedy School of Government/Lee Kuan Yew School of Public Policy. He graduated with a First-Class Honours in Bachelor of Engineering from the National University of Singapore in 1991.
Marc-Yves Bertin was Director General of Marine Policy at Transport Canada where he led efforts on domestic and international economic issues affecting Canada’s marine transportation system. Marc-Yves Bertin joined Transport Canada from Global Affairs Canada as the Director General of International Economic Policy. In that capacity, he was responsible for providing economic policy advice that advanced the Department’s foreign policy, trade and development agendas. Prior to this role, Marc-Yves served in a number of key positions within the Department, including as Director General of the International Assistance Envelope Bureau, and Chief of Staff to the Deputy Minister of International Development. Prior to joining Global Affairs Canada, Marc-Yves was the Director of Counter-Terrorism Policy and Coordination at the Department of Public Safety. He has also held positions at the Privy Council Office from 2000 to 2006. He has a Masters of Arts from the Norman Paterson School of International Affairs.
Fei Weijun is a researcher, Member of the Expert Committee of the Ministry of Transport, expert of special government allowance of the State Council, Former President of the China Waterborne Transport Research Institute and Former Secretary-General of APEC Port Services Network(APSN). He is currently the Executive Member of the Council of the China Institute of Navigation, the Senior Consultant of APSN, Member of the Expert Advisory Committee on National Cultural Parks.
Dr. Jia Dashan, research fellow, Former Secretary-General of APEC Port Services Network, and member of the Expert Committee of the Ministry of Transport of China. Dr. Jia is the former Vice President and Chief Economist of China Waterborne Transport Research Institute. Dr. Jia has won four first prizes of provincial and ministerial science and technological awards. Dr. Jia was nominated as the first-level candidate of the New Century Talents Project of the Ministry of Transport in 2003 and national candidate of the New Century Talents Project in 2004. Dr. Jia has also published works such as Driving Forces and Historical Evolution of the Shipping Industry, Exploration of China’s Water Transport Development Strategy, Strategy of Maritime Transport Power, Strategy of Inland Waterway Transport Advantage, and Development Mode of Maritime Transport Power.
Mr. Lim (Republic of Korea) is the Secretary-General of the International Maritime Organization (IMO).
Born in Masan, Mr Lim graduated from the Korea Maritime and Ocean University (KMOU), Busan, and worked on ships before joining the Korea Maritime and Port Administration in 1985. From 1986, Mr. Lim participated in the Republic of Korea delegation to IMO meetings. In 2006, he was appointed as Maritime Attaché, minister-counsellor at the Embassy of the Republic of Korea in London and served as Alternate Permanent Representative to IMO until August 2009. Mr Lim was then appointed Director General for Maritime Safety Bureau at the Ministry of Land, Transport and Maritime Affairs (MLTM). In 2011, Mr. Lim was appointed Commissioner of the Korean Maritime Safety Tribunal (KMST). In 2012, he became President of Busan Port Authority, until January 2016 when he took up his appointment as Secretary-General of IMO. Mr Lim holds master’s degrees from Yonsei University, and the World Maritime University (WMU).
Mr. Weimin Ren joined the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) as Director of the Transport Division in 2018, and currently also serves as Chair of the Steering Committee of the United Nations Road Safety Fund (UNRSF).
Prior to joining the ESCAP, Mr. Weimin Ren served as Director General of the Department of International Cooperation, Ministry of Transport, China. He began his career in 1989 with the ministry and took senior management positions at Director General level starting from 2009. During his time working at the Ministry of Transport, China, Mr. Ren dealt with a wide range of economic, technical and legal issues of the transport sector at regional and multilateral platforms and was deeply involved in the negotiations on China’s accession to the WTO, the implementation of regional transport connectivity initiatives, and the development and adoption of a number of international maritime conventions, such as HNS, Ship Arrest, and STCW 2010 Amendments. Mr. Ren is currently leading his team in ESCAP Secretariat to promote sustainable transport development in Asia and the Pacific, and guiding UNRSF to address global road safety issues.
Mr. Weimin Ren holds a Master of Science in General Maritime Administration and Environment Protection from WMU, and a Bachelor’s degree in Maritime Law from Dalian Maritime University, China.
Captain K. Subramaniam began his career in the Merchant Marine in 1981 obtaining his Captaincy in 1992. He joined Port Klang Authority in 1994 as a Harbour Pilot and held several designation before being appointed the General Manager in 2016 becoming the 1st scholar sponsored by PKA to head the organisation.
He holds a Unrestricted Pilot License for Port Klang since 1997 and has been the Chairman of the Port Klang Pilotage Committee since 2011.
In his years at Port Klang Authority, he was instrumental in implementing the International Ship and Port Facility Security Code (ISPS) in Port Klang in 2004 and in 2010 coordinated Port Klang's participation in Mega Ports Initiative jointly with Royal Malaysia Customs, Atomic Energy Licensing Board and the US government. Amongst his notable achievements in Port Klang are introduction of safe working practices in port operations, safety of navigation and maritime security besides enhancing the use of digitalisation and green technology in the port and logistic industry.
Capt. Subra is also prominently involved in the international maritime arena. Currently he is the President of the International Association of Ports & Harbours, IAPH, Advisory

Nelson Mojarro leads the activities related to innovation and strategic partnerships for the International Chamber of Shipping (ICS), based in London. He is responsible for innovation analysis and trends, particularly with respect to the green transition in shipping. In addition, he oversees international engagement beyond the International Maritime Organisation.
Nelson began his career as an academic, undertaking research related to energy transitions and large technological complex systems. He focused his research on alternative fuels and how to break a path dependence in fuels.
He has worked both in the public and the private sector, working closely with international organisations, particularly on clean energy innovation, collaborating internationally at the highest-level. He has served as a Vice-Chair of the Committee for Energy Research and Technology at the International Energy Agency.

Biju Ninan Oommen serves as the Senior Port & Maritime Transport Specialist at The World Bank, based at Singapore. Oommen supports the Transport & Digital Development Global Practice, engaging in strategy and development, preparation and supervision of projects and technical assistance, sharing of knowledge and experience, and the design of innovative solutions for ports and maritime transport infrastructure development.
Prior to joining The World Bank, Oommen worked for a short sea container ship owner/operator, first as a Commercial manager developing the logistics and liner shipping business in South Asia & West Asia – Arabian Gulf, and later as the Chief Executive Officer managing the short sea container feeder operating business from Singapore to South East Asia and South Asia region.
Oommen is a post graduate in Business Administration from Madras Christian College, India and holds an MSc in Maritime Studies from Nanyang Technological University Singapore.
Dr. Robin Li joined China Merchants Port Group Co., Ltd. in 2007 and currently serves as Deputy General Manager and Board Secretary of China Merchants Port Group Co., Ltd. He graduated from Tianjin University with a Bachelor’s Degree in Port and Channel Engineering and a master’s degree in International Project Management. He subsequently went on to obtain a full-time doctorate degree in Real Estate and Construction at The University of Hong Kong. Mr. Li has a number of year of strategic study, business innovation, marketing experience in port and logistics industries, and operation and management experience in digital transformation. Prior to joining the Company, he had served as Accredited Deputy General Manager of the Road & Bridge Project at China Harbor Engineering Co.’s Bangladeshi Office and Project Director at the International Division of China Harbor Engineering Co. Ltd. Ms. Jessie Chung is the Chairman of Hong Kong Container Terminal Operators Association. Ms Jessie Chung is also a member of Hong Kong Maritime and Port Board, Hong Kong Logistics Development Council, Task Force of Smart Port Hong Kong, Shipping & Transport Committee of Hong Kong General Chamber of Commerce, Logistics Services Advisory Committee of Hong Kong Trade Development Council and APEC Port Services Network (APSN) Advisory Board. Ms Jessie Chung has more than 20 years experience in container terminals business, is also a former Director and General Manager of River Trade Terminal.

She received a Doctor degree in Business Administration from Korea Maritime and Ocean University and joined the KMI in 2018.
Mr. François Marier is the Director of International Marine Policy at Transport Canada, where he has served since 2000. He holds a Bachelor’s degree and a Master’s degree in Geography. In his current role, he is responsible for economic policy related to international shipping, covering economic regulation of shipping; competition and trade-related matters; liability, compensation and insurance; as well as binational marine shipping matters with the United States.
Ms. Ruosi Zhang is counsellor of the Trade in Services and Investment Division of the WTO Secretariat. She is responsible for matters relating to schedules of commitments, services classification, GATS legal analysis, and services dispute settlement. She has also developed expertise in supply chain related services including postal & courier, express delivery, transport and logistics services. She joined the WTO in 2003 and received a Doctor degree in law from the University of Paris V.
Mr. Bui Van Quy serves as Executive Vice President of Saigon Newport Corporation (SNP) and Vice-Chairman of Vietnam Port Association (VPA). On November 17, 2021, Mr. Bui Van Quy was re-elected as the Chair of the Advisory Board for another term at the 10th Meeting of the APSN Advisory Board.
Mr. Ashworth was appointed Managing Director of Hutchison Ports Thailand (HPT) in January 2015. He also oversees the Hutchison Ports Group’s port operations in South East Asia. Prior to his current position, Mr. Ashworth was Chief Executive Officer of Hutchison Ports Indonesia between 2010 and 2014. Mr. Ashworth previously worked for CK Hutchison Holdings Limited and Hutchison Ports between 1992 and 2001 in various finance and management positions.
Between 2002 and 2010, Stephen was Asia Pacific Chief Financial Officer for the Constituency Management Group (CMG), the marketing communications division of the US-listed Interpublic Group. During his time with CMG, Mr. Ashworth had overall responsibility for CMG’s finance function in the Asia Pacific region.

Mr. Lu Cheng, Director of APEC Port Study Center and Senior Researcher of China Waterborne Transport Research Institute (WTI). He has more than 20 years profound experiences on transport industry policy designing and transport planning, specified on intermodal, port management, inland shipping and logistics. He ever led and involved in many key national and ministerial projects in China’s transport industry, also has abundant consulting experiences for ports and logistics companies in China. He actively involved in research and consulting in waterway transport and logistics sector for international institutions, includes the APEC, UNESCAP, ADB and WB. Currently he is also serving for the APEC Port Services Network (APSN) Secretariat as deputy director and experienced on knowledge exchange, capacity building and sustainability promotion programmes.
Captain Halim is the Director General (Planning), Marine Department Malaysia under the Ministry of Transport Malaysia. His responsibility includes to plan and determine the direction of The Marine Department to achieve the objective which is to spur towards quality development of national maritime policy by establish a safe, secure maritime transport and marine environment protection. Mainly to manage administrative related to shipping and ports including maritime affairs within Malaysian waters.
Previously he was appointed as Maritime Attaché under High Commission of Malaysia for the United Kingdom and Northern Ireland from 2016 to 2018 in the UK. After that he was appointed as the under Secretary for Maritime Division, Ministry of Transport Malaysia from October 2018 to May 2022.
Currently he is the Second Vice President for APEC Port Services Network (APSN). He is also the Chair for APEC Maritime Expert Group (MEG) under the Transportation Working Group (TPTWG).
He was a seafarer and sailed around the world before he decided to join Malaysia Public Service where he started as Marine Officer at Marine Department Malaysia. He got his Master of Foreign Going Ships in 1995 from New Zealand Maritime Safety Agency. He earned his master’s degree, MSc. In Maritime Affairs in 2004 at World Maritime University, Sweden.
Dr. Li Qing is the Vice President of China Waterborne Transport Research Institute (WTI), responsible for the management of Sci-Tech Innovation and international cooperation in studies and projects.
Mr. Li Qing has long been engaged in research and consultation in the field of waterway transport economics, clean fuels for shipping, safety of navigation, and maritime culture and history.
Mr. Li has led and/or participated in over 100 major research projects related to waterway transport, including but not limited to:
1) Studies on Development of Strategic Plans for Port and Shipping;
2) Study on Use of Clean Fuels (e.g. solar energy and LNG) in Shipping;
3) Study on Global Development Trends of Use of Clean Energy in the Maritime
Sector;
4) Demonstration of Navigational Conditions in Waterways;
5) Study on Development of Science and Technologies to Ensure Safety of Navigation.
Mr. Li’s dedication extends to preserving maritime culture and history, as he has been a key contributor to the research and documentation of China’s maritime development history.
Mr. Li was awarded as “Young Science and Technology Talents in Transportation” by the Ministry of Transport of China, and he has received seven (7) Provincial and Ministerial Science and Technological Awards for technological advancements.
The APEC Port Services Network (APSN) is a unique international organization established on November 5, 2008 in response to the directives of the 14th APEC Economic Leaders’ Meeting held in 2006, to bring together port and port-related industries with senior representatives in APEC member economies.
The mandate of the APSN is to promote economically and environmentally sustainable ports by strengthening cooperation, developing best practices and guidelines, enhancing supply chain effectiveness, building capacity and stimulating information and personnel exchange among port and port-related industries and services in the Asia Pacific region with the goal of the liberalization and facilitation of trade and investment to achieve common prosperity of the APEC member economies.
Currently, 18 APEC member economies have joined the APSN as Council Members, including Australia; Canada; China; Hong Kong, China; Indonesia; Japan; Korea; Malaysia; New Zealand; Papua New Guinea; Peru; the Philippines; Russia; Singapore; Chinese Taipei; Thailand; the United States and Viet Nam. The APSN also has 16 Advisory Board Members and more than 100 Corporate and Associate Members from port, shipping, logistics, trade, finance, and other related industries in the APEC region. The current President and Vice-Presidents of the APSN Council are, respectively, from Canada, Singapore and Malaysia. The Secretary-General is from China. The Secretariat is headquartered in Beijing, China.
The Port Authority of Thailand (PAT) (Thai: การท่าเรือแห่งประเทศไทย, RTGS: Kantarua Thai) is a government agency of Thailand, responsible for the regulation and governance of the ports of Thailand, primarily the ports of Laem Chabang and Bangkok Port, the country's two largest.
The PAT was founded by the Port Authority of Thailand Act 1951 as an autonomous government agency under the jurisdiction of the Ministry of Transportation and Communications. In 1961 construction was begun on the port of Laem Chabang, due to overcrowding at Bangkok Port. By 1997 Laem Chabang had become the country's busiest seaport. In 2000 the Port Authority of Thailand was converted from a government agency to a state corporation under the jurisdiction of the Ministry of Transport by amendment to the Port Authority of Thailand Act 1951.
