As of July 5, 2023, Ms. Read is the Director General, Marine Policy within Transport Canada.   As Director General, she is responsible for the development of strategic policy advice regarding Canada’s ports and shipping industry, as well as the oversight of related legislative frameworks, all in support of a safe, secure, efficient and environmentally responsible marine transportation sector.
Ms. Read began her public service career with the department of Economic and Social Development Canada, in the Canada Student Loans Program, before moving to Infrastructure Canada in 2004.  At Infrastructure Canada, she led a team responsible for the development of the policy and program frameworks for funding of green infrastructure initiatives and public transit, as well as the review of major infrastructure project proposals for federal support. 
In 2017, Ms. Read joined the Office of the Chief Information Officer at the Treasury Board Secretariat of Canada. In 2019, she was appointed Executive Director of Digital Policy, where she led several major initiatives including amendments to the Financial Administration Act  and the development and implementation of the Treasury Board Policy on Service and Digital, which came into effect in 2020. 
Ms. Read holds a Bachelor’s degree in Political Science from Acadia University, as well as a law degree from the University of Western Ontario.

Dr. Li Qing is Secretary-Genaral of APEC Port Services Network, the Vice President of China Waterborne Transport Research Institute (WTI), responsible for the management of Sci-Tech Innovation and international cooperation in studies and projects.
Mr. Li Qing has long been engaged in research and consultation in the field of waterway transport economics, clean fuels for shipping, safety of navigation, and maritime culture and history.
Mr. Li has led and/or participated in over 100 major research projects related to waterway transport, including but not limited to:
1) Studies on Development of Strategic Plans for Port and Shipping;
2) Study on Use of Clean Fuels (e.g. solar energy and LNG) in Shipping;
3) Study on Global Development Trends of Use of Clean Energy in the Maritime
Sector;
4) Demonstration of Navigational Conditions in Waterways;
5) Study on Development of Science and Technologies to Ensure Safety of Navigation.
Mr. Li’s dedication extends to preserving maritime culture and history, as he has been a key contributor to the research and documentation of China’s maritime development history.
Mr. Li was awarded as “Young Science and Technology Talents in Transportation” by the Ministry of Transport of China, and he has received seven (7) Provincial and Ministerial Science and Technological Awards for technological advancements.

After leaving high school Francis Zachariae joined the Royal Danish Naval Academy, followed in 1983 by service aboard several naval ships.

From 1988 to 1990 he was Aide-de-camp to the Minister of Defence.
At the same time as he was working with the Danish Ministry of Defence, Francis Zachariae completed a Master of Science, Public Administration, following which he was promoted to Captain (N) and appointed to Brussels to become Branch Chief and Advisor of the EU Council Secretariat.

From 1993-1994 Francis Zachariae attended the Collège Interarmées de Défense in Paris, France.

In 2006 he was back at the Naval Academy, this time as Commandant.

Appointed Deputy Director General of the Danish Maritime Safety Administration (DaMSA) in 2007 he was responsible for navigational information, aids to navigation, coastal rescue, pilotage and regulatory tasks, until the merging of DaMSA with the Danish Maritime Authority.

The merger was completed in 2011 when Francis Zachariae became one of its three Deputy Directors General. His main tasks were related to maritime regulation, safety of navigation and pilotage in the Danish, Greenland, and Faroese waters.

He became Secretary General of IALA in 2015.

Kat Janowicz is a strategist with nearly three decades of experience in the energy, transportation, and cleantech sectors. With an MS in Mechanical Engineering and an MBA, she has become a leading figure in sustainability. Kat has worked on a broad spectrum of projects, from evaluating zero-emission technologies and infrastructure at seaports to engaging in global energy initiatives. A fervent advocate for education, she frequently speaks at industry events and serves on the boards of various associations. She is also the author of “Chasing Zero: The Story of How the Busiest US Ports Cut Pollution, Reshaped Industries, and Influenced Geopolitics in the Ongoing Quest for Clean Air,” which chronicles the transformative journey of the LA-Long Beach ports within the realm of international trade. Her book delves into the inner workings of the goods movement industry, focusing on decarbonizing the global supply chains linked to these ports. It's the story of how the busiest US ports became the cleanest ports in the world, a testament to innovation and collaboration in tackling environmental challenges.

As secretary to the Board of Directors, Simon is responsible for coordinating overall development and representation of IOS positions on a wide range of issues, from environmental performance to the maintenance of free trade principles, and helping the Board to determine and deliver on IOS priorities. This includes the promotion of global regulation for a global industry, which is sound and carefully considered, and ensuring that shipping’s regulators fully understand the implications of their important decisions.

A history graduate from Oxford University, during a 30 year career with IOS, Simon has represented the industry at, among others, IMO, ILO, the UN in New York, UNFCCC, UNCTAD, OEOD, WCO and WTO, as well as APEC and the EU.

A particular current focus for Simon is leading the industry’s response to the challenge of reducing greenhouse gas emissions.

Captain K. Subramaniam began his career in the Merchant Marine in 1981 obtaining his Captaincy in 1992. He joined Port Klang Authority in 1994 as a Harbour Pilot and held several designation before being appointed the General Manager in 2016 becoming the 1st scholar sponsored by PKA to head the organisation.

He holds a Unrestricted Pilot License for Port Klang since 1997 and has been the Chairman of the Port Klang Pilotage Committee since 2011.

In his years at Port Klang Authority, he was instrumental in implementing the International Ship and Port Facility Security Code (ISPS) in Port Klang in 2004 and in 2010 coordinated Port Klang's participation in Mega Ports Initiative jointly with Royal Malaysia Customs, Atomic Energy Licensing Board and the US government. Amongst his notable achievements in Port Klang are introduction of safe working practices in port operations, safety of navigation and maritime security besides enhancing the use of digitalisation and green technology in the port and logistic industry.

Capt. Subra is also prominently involved in the international maritime arena. Currently he is the President of the International Association of Ports & Harbours, IAPH, Advisory
Board Member of APEC Port Services Network, Secretary General of Eastern Dredging Association EADA and Vice President of the International Harbour Masters Association.

Ahila Karan is the Senior Lead on Green Initiatives at the Lloyd’s Register Maritime Decarbonisation Hub (LR MDH). She led the launch of The Silk Alliance Green Corridor Cluster to catalyse bunkering of alternative fuels in Singapore, and the Maritime Fuel Supply Dialogues , a regional initiative facilitating public/private dialogues across the energy and transport sectors to accelerate hydrogen-based fuel supply development across Asia Pacific and Africa. She has more than 7 years’ experience covering global energy markets, with a particular focus on transportation fuels and the cleaner fuels transition.


Ahila holds a Master of Science degree in Economics from University College London and previously worked at oil trading company Trafigura as the Global Distillates Analyst where she was also involved in producing analysis on shipping industry trends and fleet analysis. Prior to this, Ahila worked at S&P Global, reporting on major energy news and the latest environmental policy changes affecting the shipping and road fuels industries. Mr. Li boasts abundant management expertise in various fields. He served as deputy director of Qingdao Municipal Construction Commission, deputy secretary-general of the sailing committee of the Beijing Olympic Games based in Qingdao, district mayor of Qingdao Sifang District, district mayor and secretary of Qingdao Licang District, deputy director and secretary-general of the 2014 Qingdao International Horticultural Exposition executive committee, director and district mayor of the administrative committee of the Qingdao West Coast New Area, as well as Party secretary and chairman of Qingdao Port (Group) Co Ltd. Mr. François Marier is the Director of International Marine Policy at Transport Canada, where he has served since 2000. He holds a Bachelor’s degree and a Master’s degree in Geography. In his current role, he is responsible for economic policy related to international shipping, covering economic regulation of shipping; competition and trade-related matters; liability, compensation and insurance; as well as binational marine shipping matters with the United States.

Mr. Yang Zhiyong, born in October 1972, received his master's degree in transportation planning and management in 2008, and is now professor-level engineer. He is currently Vice President of Shanghai International Port (Group) Co., LTD.（SIPG）, responsible for green energy and other projects of the Group. He successively served as general manager of Shanghai Port Engineering Company and general manager of SIPG Ruitai Development Co., LTD (real estate project).

She joined Drewry Shipping Consultant in 2011. During 2016-2022, she has been overseeing Drewry China in all sectors including maritime research, shipping and port projects, as well as logistics projects. She moved to Singapore in 2022 and heads Drewry port business in Southeast Asia now. Her clients include IFC, Sinosure, China Harbor, SIPG, China Merchant, Cosco Energy Shipping, Jinjiang Shipping, TSL, CU Line, etc.
Prior to joining Drewry, she has worked in PSA China investment department for 5 years. With PSA, she has participated in three greenfield port projects as well as a few M&A projects.
She jointly translated a book of Professor Usher from Columbia University “Investing in the Era of Climate Change”(Columbia University Press), which has been published by CITIC press in China in 2023.

Jack Xunjie Luo, Doctor of Engineering / MBA, senior engineer, is director of BM & vice president of Tianjin Port (Group) Co., Ltd, executive director of BM & managing director of Tianjin Port Development Holdings Limited(HK.3382) currently. He held various senior positions in global companies. When he was working for APMT - A.P. Moller Terminals, Maersk Group, he used to be general manager of Operation and Technology Department of GCA region, and senior general manager of Portfolio Department in APAC region ( COO of QQCT - Qingdao Qianwan Container Terminals, director and COO of QQCTN - Qingdao Qianwan New Container Terminals, Qingdao Ports, China ). Port manager of GCA P&O Ports Group, UK. Deputy director of Infrastructure Department of SIPG - Shanghai International Port Group Co., Ltd.; Deputy Chief Commander of Yangshan Phase 4 of Fully Automation Container Terminals Project in Shanghai Port, and Deputy General Manager of Shangdong Branch of SIPG. He is the author of 3 books: "Container Terminal Control Optimization Management", "Container Terminal Operations Management" and "Container Terminal Business", those are textbooks in various of maritime universities & colleges in China. He’s also visiting professors in DLMU, SHMU, and WHUT.

Mr. GUI Dong has over 24 years experience in port and shipping industry. He joined China Merchants Port Holdings Co., Ltd (CMPort) in February 2017 and he was appointed as General Manager - Head of International Division, based in Hong Kong Head Office and responsible for developing global port projects. In 2021, he assumed the position of Chief Development Officer at Terminal Link – a joint venture between CMPort and CMA CGM, based in Marseilles with full responsibility of managing a portfolio of 21 existing container terminals and developing new terminal projects. He is now returning to CMPort Head Office in Hong Kong as Executive General Manager for Operations & Commercial Division, taking care of business performance and commercial development for CMPort global portfolio.
Prior to joining CMPort in Hong Kong, China, Dong has worked with APM Terminals and has held several senior positions in many international locations, e.g. China, Singapore, Rotterdam, The Hague, and Genoa, and has extensive management experience in the global portfolio management & expansion activities.
Dong has a major degree in Economic Law from Dalian Maritime University and an Executive MBA level degree in Corporate Program for Management Development from ESADE Business & Law School. He holds a professional diploma in Port Management from Lloyd’s Maritime Academy and he is a certified PMP from Project Management Institute in USA. He also completed the Board Director Diploma course at IMD in Switzerland.

Hongming Liu is the Director at Environmental Defense Fund (EDF), based in EDF Beijing Representative Office. He is an expert on addressing climate change with carbon pricing. He manages work of China national ETS and Chinese voluntary carbon market, as well as the work related to reducing emissions from international aviation and shipping. He also has the specialties on industry green transition, enterprise emission reductions, and the international climate change cooperations.

Benjamin is Director, Strategy and Policy Division of the Maritime and Port Authority of Singapore (MPA). The Division formulates the policies to develop Singapore as a global hub port, implements the regulatory framework for key port services and drives the corporate planning in MPA.

His previous appointments in the MPA covered issues spanning maritime security, navigational safety, environmental protection, international relations, law of the sea, and matters of the International Maritime Organization.

Benjamin has a Bachelors in History from the National University of Singapore, and a Masters in War Studies from King’s College, University of London.

Mr. Cai Ouchen, designated as the Deputy Director of the APEC Port Study Center co-founded by China Waterborne Transport Research Institute and the APSN, has been long conducted studies on environment and sustainability issues in the maritime sector. He is a member of the MEG under the APEC TPTWG, and used to be one of China’s UNFCCC negotiators. Since November 2014, he has been getting involved in the study and development of the GPAS program, and being responsible for its implementation by present.

Mr. Bui Van Quy serves as Vice-Chairman of Vietnam Port Association (VPA) and Executive Vice President of Saigon Newport Corporation (SNP). On November 17, 2021, Mr. Bui Van Quy was re-elected as the Chair of the Advisory Board for another term at the 10th Meeting of the APSN Advisory Board.
