He has more than 20 years profound experiences on transport industry policy designing and transport planning, specified on intermodal, port management, inland shipping and logistics. He ever led and involved in many key national and ministerial projects in China’s transport industry, also has abundant consulting experiences for ports and logistics companies in China. He actively involved in research and consulting in waterway transport and logistics sector for international institutions, includes the APEC, UNESCAP, ADB and WB. Currently he is also serving for the APEC Port Services Network (APSN) Secretariat as deputy director and experienced on knowledge exchange, capacity building and sustainability promotion programmes.

Dr. Jia is the former Vice President and Chief Economist of China Waterborne Transport Research Institute. Dr. Jia has won four first prizes of provincial and ministerial science and technological awards. Dr. Jia was nominated as the first-level candidate of the New Century Talents Project of the Ministry of Transport in 2003 and national candidate of the New Century Talents Project in 2004. Dr. Jia has also published works such as Driving Forces and Historical Evolution of the Shipping Industry, Exploration of China’s Water Transport Development Strategy, Strategy of Maritime Transport Power, Strategy of Inland Waterway Transport Advantage, and Development Mode of Maritime Transport Power.

Qing Li Vice President at China Waterborne Transport Research Institute Li Qing, born in 1979, is a researcher, the current Vice President of the China Waterborne Transport Research Institute (WTI) of the Ministry of Transport, and the deputy director of the Academic Committee of WTI. He has participated in the compilation of the major cultural projects of the Ministry of Transport, China Water Transport Engineering Construction Fact Book (1978-2015), History of Water Transport of China (1949-2015) and 40 Years Since Reform and Opening-Up: Change In China’s Transportation. Since 2005, he has presided over 20 major scientific research projects of the Ministry of Industry and Information Technology and the Ministry of Transport. He also presides over 100 research projects in the field of waterway transportation and won 7 provincial and ministerial scientific and technological progress awards.

Yanqing Li Chair at Technical Committee on Ships and Marine Technology (ISO/TC 8), International Organization for Standardization Graduated from Tianjin University, Mr. Li Yanqing got his bachelor’s degree for naval architecture, and had his master degree in MBA from Tsinghua University. He served as the director of the International Division of China State Shipbuilding Co., Ltd., vice president of Active Shipbuilding Expert Federation (ASEF). He is chair of ISO/TC8 and Secretary General of China Association of the National Shipbuilding Industry. Mr. Li Yanqing has long represented China to take the post in ISO/TC8. He was the Secretary of TC8 (2007-2010), vice chair of ISO/TC8 and member of CSAG (2010-2015). He was awarded "ISO/TC8 Special Contribution Award" due to his creative work in international standardization. He became the acting chair of ISO/TC8/SC3 during the period of 2014-2016. He has served as chair of ISO/TC8, convener of WG10-Smart Shipping since 2016, and representative of ISO to IMO. As chair, he led TC8 to make the great contribution in international standardization on ships and marine technology, and was awarded the "Lawrence Archer Award" by ISO in 2018 who is the first Chinese chair winning the honor.

Focused on maritime development strategies and planning for many years, he has rich practical experience in ship safety and pollution prevention, as well as shipping company management. He has conducted two national science and technology sub projects, and dozens of other level research projects such as "Comparative Study on Maritime Management Level with Moderately Developed Countries". He has edited books such as "Guidelines for Prevention and Responds to Pirate Attacks in the Gulf of Aden and Somali Waters", obtained one patent certificate, won one first prize, four second prizes, and two third prizes in China Institute of Navigation, and published more than ten papers.

Chin Hup Ang National Consultant at UN ESCAP Cdr Ang Chin Hup (R) is a National Consultant to the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP). A graduate of Britannia Royal Naval College (BRNC) in the United Kingdom (UK), Cdr Ang is a former commander with the Royal Malaysia Navy (RMN) and served with the Ministry of Defence and the United Nations Mission for the Referendum in Western Sahara (MINURSO). Cdr Ang was a Centre Head, Centre for Maritime Economics & Industries and a Senior Researcher, Centre for Maritime Security and Diplomacy at the Maritime Institute of Malaysia (MIMA) from 2015 to 2022. As a maritime economist, he spoke on blue economy in the Indian Ocean Rim Association (IORA) conferences in Indonesia, India and South Africa, and on transportation connectivity in the Cambodia, Laos, Myanmar, Vietnam – Thailand (CLMV-T) countries as well as in China and Pakistan. His articles on the topics appeared in several publications including, MIMA’s Malaysia as a Maritime Nation. In geopolitics, Cdr Ang spoke on maritime security in conferences hosted by the United States’ Near East South Asia Center for Strategic Studies (NESA), Diplomacy Academy of Vietnam (DAV), the Indian Maritime Foundation (IMF) and the Australian National Centre for Ocean Resources & Security (ANCORS). He is also invited to speak at the Boao Forum for Asia (BFA) Annual Conference 2023. Cdr Ang has a Bachelor of Business from the RMIT University, Australia and a Master of Science in Engineering Business Management from the University of Warwick, UK and attended training in the US and Canada.

Before joining TCOMS, Ching Eng held various positions in the Singapore Technologies Marine Limited (STEML, a member of ST Engineering). He has more than 36 years of industry experience in design and engineering. He was the Executive Vice President / Head Engineering Design Center, Environmental Engineering Service from 2020 to 2022, the Chief Technology Officer / Chief Innovation Officer (CTO/CIO) from 2019 to 2020, Senior Vice President, Engineering Design Centre (EDC) from year 2008 to 2019. A member in the Technologies Management Committee of ST Engineering for more than 10 years. He was members of the technical committee of Classification Societies DNV GL and ABS for more than 10 years. He has a German Masters’ Degree of “Diplom-Ingenieur” in Naval Architecture and is a Welding Engineer. In 1999, he obtained a MBA from State University of New York at Buffalo (SUNY).
