The 2022 APEC Green Port Online Forum aims to promote the sustainable development of green ports in the Asia-Pacific region, in order to further promote the Green Port Award System (GPAS). The forum will provide a platform to share valuable knowledge and best practices on green port development trends, strategies and policies, technological innovation, and the decarbonization of the port sector.
Participants will have the chance to learn more about the sustainable development issues prioritized by the APEC ports and other emerging issues of keen interest to the port industry and related stakeholders. The forum will engage the foremost policy-makers, academic experts and port leaders to shape the green port agenda.

Dr. JIA Da Shan is Scretary General of APSN, Vice President and Chief Economist of China Waterborne Transport Research Institute (WTI). Dr. Jia, as a professor, is a key member of the Expert Committee of the Ministry of Transport of China and a State Council Special Allowance Expert of 2002. He is also Chairman of Container Transport Committee and Chairman of Shipping Insurance Committee of China Institute of Navigation.
Marc-Yves Bertin is Director General of Marine Policy at Transport Canada where he leads efforts on domestic and international economic issues affecting Canada’s marine transportation system. Marc-Yves Bertin joined Transport Canada from Global Affairs Canada, where he was the Director General of International Economic Policy. In that capacity, he was responsible for providing economic policy advice that advanced the Department’s foreign policy, trade and development agendas. Prior to this role, Marc-Yves served in a number of key positions within the Department, including as Director General of the International Assistance Envelope Bureau, and Chief of Staff to the Deputy Minister of International Development. Prior to joining Global Affairs Canada, Marc-Yves was the Director of Counter-Terrorism Policy and Coordination at the Department of Public Safety. He has also held positions at the Privy Council Office from 2000 to 2006. He has a Masters of Arts from the Norman Paterson School of International Affairs.

Er. Tham Wai Wah is currently the Senior Director and Chief Engineer for Engineering & Project Management (EPM) Division as well as concurrently holding the appointment as the Chief Sustainability Officer (Sustainability Office) in the Maritime and Port Authority of Singapore.
As the Snr Director/ Chief Engineer, Er Tham is in-charge of the overall strategy & planning, development and execution as well as assuming the responsibility as the Superintending Officer for the multi-billion dollar Next Generation Tuas Mega Port of Singapore and all the Building and Infrastructure Projects. He also leads the conceptualisation of the Tuas port ecosystem as part of an interagency effort to ensure the port is well supported by logistic companies and port related industries so that the port operations can be more competitive globally and efficient.
He also advances MPA’s sustainability profile, in his capacity as the Chief Sustainability Officer, by operating and pursuing sustainability excellence under four strategic thrusts i.e., Environment, Economic, Social and Financial. He spearheaded and directed a team to formulate the Maritime Decarbonisation 2050 Framework to drive the efforts in the reduction of GHG reduction to meet IMO targets for international shipping and also the Singapore Inter ministerial climate change committee emission set targets. As part of this framework, he has also formulated the adoption strategy for the low carbon and/or zero carbon fuel for the maritime sector and responsible in fostering industry collaborations and encourage ecosystem of pilot trials of the next future marine fuel.
Dr. Zhu Jianhua, Researcher, Vice president, and Chief Engineer of China Waterborne Transport Research Institute of the Ministry of Transport. He is selected as a member of the fifth Expert Committee of the Ministry of Transport. He also serves as the chair of the Waterway Cargo Transport Committee and Shipping Environment and Ecology Protection Committee of China Institute of Navigation. He has been engaging in research on water transport safety, environmental protection, and energy conservation technology for many years.

Mr. Cai Ouchen, designated as the Deputy Director of the APEC Port Study Center co-founded by China Waterborne Transport Research Institute and the APSN, has been long conducted studies on environment and sustainability issues in the maritime sector. He is a member of the MEG under the APEC TPTWG, and used to be one of China’s UNFCCC negotiators. Since November 2014, he has been getting involved in the study and development of the GPAS program, and being responsible for its implementation by present.

Jens Eskelund serves as Chief Representative, China, for A.P. Moller - Maersk. His main responsibilities are to engage Chinese Government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within A.P. Moller - Maersk.
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas.
Coming to Beijing as a student in Chinese at Renmin University in 1998, Jens Eskelund has since worked as Commercial Officer at the Danish Embassy to China before taking on a position as Marketing Manager for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line Greater China Area, Director of Public Affairs for North Asia, and later as Managing Director of Maersk China Ltd.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Maritime Working Group of the EU Chamber of Commerce in China. He is a board member of the EU Chamber of Commerce in China.

He ever led and involved in many key national and ministerial projects in China’s transport industry, also has abundant consulting experiences for ports and logistics companies in China. He actively involved in research and consulting in waterway transport and logistics sector for international institutions, includes the APEC, UNESCAP, ADB and WB. Currently he is also serving for the APEC Port Services Network (APSN) and experienced on knowledge exchange, capacity building and sustainability promotion programmes.
He is the chief professor of China Transport Research Institute and a national candidate for the "New Century Talents Project". He is mainly engaged in water transport technology research, standard and policy formulation, and international exchanges and cooperation. He has won more than 10 science and technology progress awards including the second prize of the National Science and Technology Progress Award. He is responsible for compiling normative documents and standards such as the Overall Promotion and Implementation Plan of Water Transport Energy Conservation and Emission Reduction during the 12th Five-Year Plan period and the Guide to Green Port Grade Evaluation. This has promoted the establishment of ship emission control areas in China. He serves as an expert on the International Shipping Sulphur Control Expert Group, an expert on the Working Group of Sustainable Ports Reporting for International Association of Port and Harbor, and an expert on the Working Group of Infrastructure for the Decarbonisation of Inland Water Transport for Permanent International Association of Navigation Congresses.
