Event Details

The 4th APEC Green Port Development Forum, hosted by the APEC Port Services Network (APSN) and co-hosted by the Shandong Port Group (SPG), is scheduled in June 4-5, 2024 at Qingdao, China. The forum aims to promote sustainable development in the port industry, encourage the application of green energy-saving technologies and clean energy in the industry, and enhance international port cooperation and exchanges.

Dr. Li Qing is Secretary-Genaral of APEC Port Services Network, the Vice President of China Waterborne Transport Research Institute (WTI), responsible for the management of Sci-Tech Innovation and international cooperation in studies and projects.
Mr. Li Qing has long been engaged in research and consultation in the field of waterway transport economics, clean fuels for shipping, safety of navigation, and maritime culture and history.
Mr. Li has led and/or participated in over 100 major research projects related to waterway transport, including but not limited to:
1) Studies on Development of Strategic Plans for Port and Shipping;
2) Study on Use of Clean Fuels (e.g. solar energy and LNG) in Shipping;
3) Study on Global Development Trends of Use of Clean Energy in the Maritime
Sector;
4) Demonstration of Navigational Conditions in Waterways;
5) Study on Development of Science and Technologies to Ensure Safety of Navigation.
Mr. Li’s dedication extends to preserving maritime culture and history, as he has been a key contributor to the research and documentation of China’s maritime development history.
Mr. Li was awarded as “Young Science and Technology Talents in Transportation” by the Ministry of Transport of China, and he has received seven (7) Provincial and Ministerial Science and Technological Awards for technological advancements.

As of July 5, 2023, Ms. Read is the Director General, Marine Policy within Transport Canada. As Director General, she is responsible for the development of strategic policy advice regarding Canada’s ports and shipping industry, as well as the oversight of related legislative frameworks, all in support of a safe, secure, efficient and environmentally responsible marine transportation sector.
Ms. Read began her public service career with the department of Economic and Social Development Canada, in the Canada Student Loans Program, before moving to Infrastructure Canada in 2004. At Infrastructure Canada, she led a team responsible for the development of the policy and program frameworks for funding of green infrastructure initiatives and public transit, as well as the review of major infrastructure project proposals for federal support.
In 2017, Ms. Read joined the Office of the Chief Information Officer at the Treasury Board Secretariat of Canada. In 2019, she was appointed Executive Director of Digital Policy, where she led several major initiatives including amendments to the Financial Administration Act and the development and implementation of the Treasury Board Policy on Service and Digital, which came into effect in 2020.
Ms. Read holds a Bachelor’s degree in Political Science from Acadia University, as well as a law degree from the University of Western Ontario.

Li Fengli, incumbent general manager of Shandong Port Group Co Ltd, a member of China Shipping 50-peron Forum, vice president of China Association of Port-of-entry, vice president of China Ports and Harbors Association, president of Qingdao Enterprise Confederation, PH. D in engineering.
Mr. Li boasts abundant management expertise in various fields. He served as deputy director of Qingdao Municipal Construction Commission, deputy secretary-general of the sailing committee of the Beijing Olympic Games based in Qingdao, district mayor of Qingdao Sifang District, district mayor and secretary of Qingdao Licang District, deputy director and secretary-general of the 2014 Qingdao International Horticultural Exposition executive committee, director and district mayor of the administrative committee of the Qingdao West Coast New Area, as well as Party secretary and chairman of Qingdao Port (Group) Co Ltd. He has received several honorable awards including the "2019 & 2021 Qingdao Top Ten Economic Person of the Year", "2022 Qingdao Leading Entrepreneur" and "Jinfeima" from the 14th China Logistics Enterprises Meeting.

Mr. Weimin Ren joined the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) as Director of the Transport Division in 2018, and currently also serves as Chair of the Steering Committee of the United Nations Road Safety Fund (UNRSF).

Prior to joining the ESCAP, Mr. Weimin Ren served as Director General of the Department of International Cooperation, Ministry of Transport, China. He began his career in 1989 with the ministry and took senior management positions at Director General level starting from 2009. During his time working at the Ministry of Transport, China, Mr. Ren dealt with a wide range of economic, technical and legal issues of the transport sector at regional and multilateral platforms and was deeply involved in the negotiations on China’s accession to the WTO, the implementation of regional transport connectivity initiatives, and the development and adoption of a number of international maritime conventions, such as HNS, Ship Arrest, and STCW 2010 Amendments. Mr. Ren is currently leading his team in ESCAP Secretariat to promote sustainable transport development in Asia and the Pacific, and guiding UNRSF to address global road safety issues.

Mr. Weimin Ren holds a Master of Science in General Maritime Administration and Environment Protection from WMU, and a Bachelor’s degree in Maritime Law from Dalian Maritime University, China.

Mr. ZHU Zhenyu, graduated from Tianjin University with a Ph.D. degree in Port and Waterway Engineering. He served as the Director of the Technical Division, Industrial Management Division and Economic Operation Division of the Water Transport Bureau of the Ministry of Transport (MOT) of China, and is now the Deputy Director-General of the Water Transport Bureau, MOT of China.

Mr. Zhu has long been engaged in water transportation engineering construction, engineering technology, energy saving and emission reduction, economic operation analysis, and integrated waterway transportation management.

Mr. Zhu has served as Deputy General Manager of the design and general contracting departments of central construction enterprises, Secretary-General of Ph.D. Service Team for the central and western regions supported by the Organization Department of the CPC Central Committee and Central Committee of the Communist Youth League of China, and leaders of provincial state-owned enterprises.

Mr. Zhu participated in the construction of many coastal and inland river port and waterway projects, such as the Deepwater Channel Project in the Yangtze River Estuary and the third and fourth phases of Yangshan Port. He was deeply involved in the construction of the New Western Land-Sea Corridor. He also presided over the drafting of many regulations and important standards, such as the Regulations on the Administration of Port Engineering Construction, the Regulations on the Administration of Waterway Engineering Construction, and the Regulations on the Use of Shore Power in Ports and Ships. He has actively promoted the development of green ports and the use of shore power, and has rich experience and profound understanding in water transport engineering construction management, water transport strategic planning, legal system, technical standards, green and smart ports, and economic operation.

Master of Traffic Information Engineering and Control, Senior Engineer. He has been engaged in water transport safety, oil spill response, intelligent shipping research and management for a long time, and has served as the director of the Safety Commission Office of the Ministry of Communications, the president of the Water Transport Research Institute of the Ministry of Transport, etc., presided over more than 30 national, provincial and ministerial science and technology projects such as "Key Technologies of Ship Intelligent Navigation and Control Based on Ship-Shore Coordination", and won 11 China Navigation Science and Technology Awards. He is currently the Senior Vice President of the International Association of Institute of Navigation and the Executive President of China Institute of Navigation.

Captain Halim is the Director General (Planning), Marine Department Malaysia under the Ministry of Transport Malaysia. His responsibility includes to plan and determine the direction of The Marine Department to achieve the objective which is to spur towards quality development of national maritime policy by establish a safe, secure maritime transport and marine environment protection. Mainly to manage administrative related to shipping and ports including maritime affairs within Malaysian waters.

Previously he was appointed as Maritime Attaché under High Commission of Malaysia for the United Kingdom and Northern Ireland from 2016 to 2018 in the UK. After that he was appointed as the under Secretary for Maritime Division, Ministry of Transport Malaysia from October 2018 to May 2022.

Currently he is the Second Vice President for APEC Port Services Network (APSN). He is also the Chair for APEC Maritime Expert Group (MEG) under the Transportation Working Group (TPTWG).
He was a seafarer and sailed around the world before he decided to join Malaysia Public Service where he started as Marine Officer at Marine Department Malaysia. He got his Master of Foreign Going Ships in 1995 from New Zealand Maritime Safety Agency. He earned his master’s degree, MSc. In Maritime Affairs in 2004 at World Maritime University, Sweden.

Zheng Huaiyu is a senior engineer. He has long worked in maritime safety management and international cooperation in the maritime field. Since May 2019, he has successively held positions as Director of the Asia-Pacific Division and Director of the International Organization Division of the International Cooperation Department of the Ministry of Transport of China; In September 2022, he served as Deputy Director of Global Sustainable Transport Innovation and Knowledge Center, mainly responsible for the construction of international cooperation network. He has won the special prize and first prize of the Science and Technology Award of the China Institute of Navigation, and has been praised by the Ministry of Transport of China for many times.

Ms Chong Lee Fee was appointed the Regional Director (China) MPA since 1 May 2023. As the Regional Director, she will head the China office. Her main roles will be to facilitate and support maritime-related business investment, and encourage more collaboration between China and Singapore, including driving the Green and Digital Shipping Corridors.

Prior to her current appointment, she was the Deputy Director of MPA Academy (MPAA), the training arm of MPA, promoting capacity building for both MPA and fellow IMO member States. Lee Fee was the First Secretary (Maritime) at the High Commission of the Republic of Singapore in London representing Singapore at the International Maritime Organization, before joining MPAA.

Edward Liu is the principal representative of International Chamber of Shipping (China) Liaison Office, responsible for communication and coordination with the Chinese authorities and shipping organisations in the fields of policies and measures. Qualified in Mainland China, Hong Kong and England & Wales, he is also a partner of Haiwen & Partner LLP and a leading lawyer for commercial dispute resolution.

Edward serves as members of statutory and advisory bodies to the Hong Kong SAR Government, including Chief Executive Policy Unit Expert Group, International Legal and Dispute Resolution Services Expert Group, Hong Kong Maritime and Port Board, and Aviation Development and Three-Runway System Advisory Committee etc.

In July 2022, Edward was awarded Medal of Honour by Hong Kong SAR Government in recognition of his contributions to the development and promotion of legal, arbitration and dispute resolution, and transport related legal services in Hong Kong.

Karim Fahssis is heading decarbonization for Maersk in China.
As a global provider of end-to-end logistics services with the ambition to achieve carbon net zero transport by 2040, it is a strategic imperative for Maersk that we develop and identify the solutions which will enable us to deliver on our aspirations.
His main focus is on securing production and sourcing of green methanol in China in time for the delivery of Maersk new vessels. He also advises Maersk’s landside department on its decarbonization journey.
Karim Fahssis is an energy engineer by training and an entrepreneur having considerable experience with renewable energy projects. He has a strong technical background and a thorough understanding of the concepts and standards relevant to decarbonization. A French national, Karim Fahssis has been a resident of China since 2005 with his family in China. He speaks Chinese fluently.
He holds a double master’s degree in mechanical engineering and fluid dynamics from Centrale Nantes engineering school (France) and energy management from the Xi’an Jiaotong University (China).
He was awarded by the MIT Technology Review as the "Innovator of the year 2014" for introducing disruptive software technologies to the global wind energy industry with a focus on prospecting superior resource sites and delivering bankable energy yield assessments.

MBA and Senior Engineer, having graduated from Industrial Electrical Automation Program of Electrical Automation Department Tianjin University and obtained MBA from Shanghai Maritime University, he now serves as the Vice Chairman of the Shipping Management Committee of China Institute of Navigation (CIN) and the part-time Vice Chairman of the 11th Ningbo Association for Science and Technology. Once awarded the title of Zhejiang Province Young Position Master, the Golden Anchor Award of National Seamen's Union, the Two Civilizations Construction Model, and the Outstanding Manager of Zhejiang Province State-owned Enterprises' Best Talent Project, he also served as the head of the Engineering and Technology Department of Ningbo Zhoushan Port Company Limited, the General Manager of Beilun No. 3 Container Company Limited, the head of the Human Resources Department of Ningbo Zhoushan Port Company Limited, and the General Manager of Ningbo Meishan Island International Container Terminal Company Limited. With considerate experience in port operation and management, smart port construction and planning, shipping engineering construction and planning, he has presided over a number of provincial key and "pioneering" sci-tech projects and participated in the formulation of multiple industry standards.

Zhao Kai, the Chief Representative of the Methanol Institute in China. He joined the Methanol Institute in 2015 and is committed to supporting and promoting the public policy of the methanol industry in China and liaising with the government, domestic industry associations, members, media and other industry practitioners to promote the safe and healthy development of the methanol industry. As the first author, he has published many papers and professional reports at home and abroad, and co-authored a monograph on methanol vehicles and applications in English (Springer Publishing). He is also involved in drafting many national and other standards for the methanol industry, including standards for methanol vehicles, methanol fuels, methanol refuelling stations, methanol-based fuels for boilers and related facilities.

Qin Fei, born in Shanghai, is a member of the Communist Party of China, graduated from Shanghai Maritime University, majoring in Transportation Engineering, with Doctoral Degree. She has successively served as Project Development Supervisor of China Shipping Terminal Development Co., Ltd., the person in charge of the Shipping Management Dept., Operation Management Division at China Shipping Group , the deputy general manager of the Investment Management Department at China Shipping Terminal Development Co., Ltd. and COSCO Shipping Ports Limited, the deputy general manager of Wuhan COSCO Shipping Port Terminal Co., Ltd., and the deputy general manager of Qinghai Materials Industry Group Co.,Ltd.(on an acting basis). Currently, she serves as the deputy general manager of the Engineering & Procurement Department at COSCO Shipping Ports Limited.
When at Wuhan COSCO Shipping Port, Qin Fei served as the head of the project working group for Yangluo International Port Water-Rail Combined Transport Phase II Project, responsible for planning, organizing, coordinating, and managing all aspects of the project, including the project approval, planning adjustments, special reviews, and other approval processes, as well as the selection of construction plans, the control of construction progress&quality and project acceptance. While working at Qinghai Materials Industry Group, she guided and organized the group and its subsidiaries to explore and enhance supply chain management levels. Now, at COSCO Shipping Ports Limited, Qin Fei is primarily engaged in technological innovation and equipment technology management.

D'AZEVEDO Florent, a French national, graduated from Peking University with a Master's Degree in International Relations and obtained a double Master's Degree in Corporate Finance from ESCP Business School in France. He has worked in the French Embassy in China as an investment director, helping Chinese and French companies to invest in both directions and market development, and in the British consulting company Intralink (Jonas Business Consulting), responsible for assisting the development of foreign companies in China. 2021, he joined the CMA CGM as the Director of Strategic Business Development in China, responsible for the direction of the investment of the Group in China and the development of green shipping.

Dr. Jia Dashan, research fellow, Senior Consultant of APEC Port Services Network and member of the Expert Committee of the Ministry of Transport of China. Dr. Jia is former Vice President and Chief Economist of China Waterborne Transport Research Institute. Dr. Jia has won four first prizes of provincial and ministerial science and technological awards. Dr. Jia was nominated as the first-level candidate of the New Century Talents Project of the Ministry of Transport in 2003 and national candidate of the New Century Talents Project in 2004. Dr. Jia has also published works such as Driving Forces and Historical Evolution of the Shipping Industry, Exploration of China’s Water Transport Development Strategy, Strategy of Maritime Transport Power, Strategy of Inland Waterway Transport Advantage and Development Mode of Maritime Transport Power.

Mr. Law graduated from the Hong Kong Polytechnic University in 1998 and gained valuable experience as navigating officer on merchant ships before starting his career at the Hong Kong Marine Department as a Marine Officer in 2008. He currently serves as Assistant Director of the Marine Department where his responsibilities include overseeing numerous large-scale projects and port services, as well as formulating plans for port optimization to promote quality development of maritime policy and marine environment protection within Hong Kong SAR waters. Mr. Law is dedicated to actively contributing to the strategy and development of projects for ports and maritime transport infrastructures. He enthusiastically shares his knowledge and experience in these areas to drive progress and innovation.

Jack Xunjie Luo, Doctor of Engineering / MBA, senior engineer, is director of BM & vice president of Tianjin Port (Group) Co., Ltd, executive director of BM & managing director of Tianjin Port Development Holdings Limited(HK.3382) currently. He held various senior positions in global companies. When he was working for APMT - A.P. Moller Terminals, Maersk Group, he used to be general manager of Operation and Technology Department of GCA region, and senior general manager of Portfolio Department in APAC region ( COO of QQCT - Qingdao Qianwan Container Terminals, director and COO of QQCTN - Qingdao Qianwan New Container Terminals, Qingdao Ports, China ). Port manager of GCA P&O Ports Group, UK. Deputy director of Infrastructure Department of SIPG - Shanghai International Port Group Co., Ltd.; Deputy Chief Commander of Yangshan Phase 4 of Fully Automation Container Terminals Project in Shanghai Port, and Deputy General Manager of Shangdong Branch of SIPG. He is the author of 3 books: "Container Terminal Control Optimization Management", "Container Terminal Operations Management" and "Container Terminal Business", those are textbooks in various of maritime universities & colleges in China. He’s also visiting professors in DLMU, SHMU, and WHUT.

Ma Hai Shen, member of the Party Committee and Deputy General Manager of CHN ENERGY Huanghua harbour Administration Co., LTD., has made outstanding contributions in the field of port and shipping, particularly in green and low-carbon development, safety and environmental protection, infrastructure construction, navigation maintenance, and intelligent development. He has developed and implemented technological transformation projects in environmental protection field such as "Automatic Cleaning System for Belt Conveyor Return Journey," "Renovation of Material Recovery Device in Ship Loading Process," and "Single and Dual-Fluid Integrated Dry Fog Dust Suppression System." He has published multiple papers and his invention of "Inherent Long-Term Dust Suppression Technology" has obtained three national patent authorizations and the gold award at the 45th International Invention Exhibition in Geneva. The practical cases he led, "Innovation-Driven Green Coal Port Full Process Intelligent Construction and Management Practice" and "Green Development-Oriented Coal Port Full Process Intelligent Transformation and Operation Management," have won the National Enterprise Management Modernization Innovation Achievement Award. The green and intelligent high-quality development achievements he led have been included in CCTV's "Foundation of the Great Country - Miracle of Black Gold" and have been widely disseminated.

As a sinologist, historian and political scientist, Mr. Lars Anke has dealt with the different regional activities of German institutions and companies during his studies in China. After completing his studies he has been with the German Asia Pacific Business Association as Regional Manager responsible for Greater China and Mongolia. From September 2006 until April 2019 he served as the Chief Representative of the Hamburg Liaison Office China, the official representation of the Federal State of Hamburg, and was in charge of projects and affairs in the area of politics, economy, culture, education, tourism, port and marketing. For the Port of Hamburg he is, in addition to China, also responsible for the Japanese and Korean markets. Mr. Lars Anke served as Commissioner General of Hamburg’s participation in the Shanghai World Expo 2010. In September 2017 Mr. Anke was honored with the Shanghai Magnolia Sliver Award. Since April 2019 he is as Head of Sales Projects at Hamburger Hafen und Logistik AG responsible for international projects and strategy of the group. Since September 2020 he also serves as Chief Representative Asia-Pacific of the company, based in Shanghai.

From humble beginnings to distinguished leadership, Froilan U. Caturla's career exemplifies dedication and excellence in the maritime sector.
Caturla's journey began in the 1990s as a security guard at the Port Management Office (PMO) Surigao. This grounded him and instilled a strong work ethic that propelled him forward. He eventually joined the Philippine Ports Authority (PPA) as a Port Police Officer. His unwavering commitment to duty culminated in a courageous act during a 1997 gunfight.
Protecting a colleague earned him the prestigious 'Medalya ng Sugatang Magiting Award' for heroism, marking a turning point in his exceptional career as a port police officer. His leadership qualities flourished, leading to his appointment as the PPA's Port Police Superintendent in 2018.
Caturla's mettle was further tested in 2019. As Acting Port Manager of PMO Surigao, he steered the port through the unprecedented challenges of the COVID-19 pandemic. Not only did he ensure vital maritime operations continued, but he also surpassed revenue targets, demonstrating remarkable resilience and strategic thinking. This tenacity was evident again in the aftermath of Super Typhoon Odette in 2022, where he spearheaded the port's reconstruction efforts.
Froilan U. Caturla's ascent, from security guard to exemplary port executive, is a testament to the power of unwavering commitment and public service.
